BackgroundThe OSCE Support Programme for Ukraine (SPU) has been established in order to continue to support the Ukrainian Government’s reform efforts and to mitigate the increased risks to civilians caused by the war against the country. The objective of the OSCE SPU - and therefore of all its projects - is to support Ukraine across all three OSCE dimensions on the government’s reform efforts and on the evolving risks to civilians caused by the war, thus ensuring that the OSCE’s work conducted over the past three decades and in the future, continues to impact positively on the institutions and people of Ukraine and that Ukraine’s comprehensive security is enhanced in line with the OSCE commitments.The OSCE SPU "Fostering Inclusive, Representative, Participatory Decision- and Policy-Making and Social Cohesion at All Levels through Dialogue and Mediation Tools" project aims to foster inclusive, representative, participatory decision- and policy-making and social cohesion at all levels.The project will focus on the following:Supporting national and local public authorities in ensuring responsive, inclusive, participatory and representative policy, including to promote the establishment of a barrier-free environment in Ukraine and reintegration of war veterans into host communities;Strengthening the public service by building its capacity to manage institutional conflicts and apply a dialogue approach for inclusive policy-making;Maintaining and expanding a resilient professional community of dialogue facilitators and mediators able to respond to war challenges;Strengthening co-operation with the public and civil society organizations (CSOs);Strengthening ability of public authorities to engage women in peacebuilding and conflict resolutions.Beneficiaries of the Project are: Secretariat of the Cabinet of Ministers of Ukraine, Ministry for Development of Communities and Territories of Ukraine, Ministry of Veteran Affairs of Ukraine, National Agency of Ukraine on Civil Service, National Association of Mediators of Ukraine.Please note that this is a vacancy notice to enlarge the roster. Successful candidates are expected to work within several short-term consultancy assignments throughout the Project implementation. The detailed information regarding the dates and the duration of the contracts will be provided at a later stage. The consultants will be required to work from home with the ability to travel to perform tasks, if necessary.Objective of AssignmentThe OSCE is seeking to select highly qualified consultants on human rights and access to public information to enlarge its roster of experts to be further engaged under short-term contracts throughout the project implementation, both individually or as a member of a group of consultants/experts.Tasks and ResponsibilitiesUnder the overall supervision of the project manager, the successful candidates will be tasked with the following duties:Drafting a strategy promoting the development of civil society in Ukraine for 2027 – 2032 and participating in associated events (roundtables, meetings etc.).Developing and delivering training events on access to information (including access to public information).Analyzing decisions and recommendations of the European Court of Human Rights (in originals), preparing brief descriptions, conclusions and recommendations.Analyzing the legislation of other countries on human rights and access to information (including access to public information) to identify the best practice for future implementation in Ukraine, preparing brief descriptions, conclusions and recommendations.Elaborating practical recommendations, answers to questions and descriptions of various practical cases state authorities, individuals and civil society organizations come across on access to information (including access to public information).Moderation and/or facilitation of public events on protection of human rights in general and civil society activists’ rights in particular.Drafting analytical materials based on the mentioned above duties.Necassary QualificationsEducation:Second-level university degree in Political Science, Philology, International Relations, Law.Experience and knowledge/skills:A minimum of 10 years of working experience in Human Rights and in the sphere related to the European Court of Human Rights.Proven working experience in the field of access to public information, human rights protection, dialogue between civil society and state authorities of Ukraine.A proven track record in the field of access to public information and human rights of co-operation with the international projects or with international organizations (available direct contracts) will be an advantage.Experience in cooperating with ministries or other central executive bodies of Ukraine and their representatives.Professional fluency in English and/or Ukrainian with excellent communication (both oral and written) skills.Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.Ability and willingness to work with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.Computer literate with practical experience using Microsoft applications.Remuneration PackageThe suitability of candidates shall be determined taking into account their qualifications, expertise, experience, and the value for money of their services. Therefore, applicants are requested to indicate their proposed daily rate for the foreseen services, in the pre-screening section at the end of the application phase.OSCE reserves the right for final remuneration decision.
