CONSULTANCY - Advisor on improvement of institutional and operational EWS for Comoros, Madagascar, Mauritius and Haiti - SSA-2026-HMF-ESDP-13

Background Three consultants are requested for this position. The EWS-F project aims to advance end-to-end multi-hazard early warning systems and capacities to enable countries to take early action and reduce the impact of hydrological hazards, in particular floods. To ensure effective implementation and alignment with national priorities, it is necessary to review the national institutional structure of EWS in Comoros, Madagascar, Mauritius and Haiti and propose recommendations that allow for improved organization and operational processes. The EWS-F project seeks to engage 3 consultants to support the consolidation of institutional and operational frameworks for the development of Early Warning Systems for floods in Comoros, Madagascar, Mauritius and Haiti. Duties and Responsibilities The consultants are expected to perform the following activities: 1- Revise the capacity assessment of hydrometeorological and warning services Revise the assessment reports of Madagascar and Mauritius and provide improvement of the available roadmaps. Coordinate the validation of the assessment reports of Madagascar and Mauritius, engaging high-level and technical national stakeholders and WMO technical teams. Map synergies with existing projects, programmes (CREWS-SWIO, ClimSA, SOFF, IOC HYDROMET etc.) for the development of hydrological systems and services. 2- Develop a Concept of Operations (CONOPs) and Standard Operating Procedures (SOPs) for EWS Carry out desk reviews on legislations and institutional frameworks for current warning services in Comoros, Madagascar, Mauritius and Haiti and provide a synthesis with related references. Conduct interviews and consultations with national institutions (NMHS, Civil protection, others), describe the current operational procedures for warning services and provide recommendations for improved institutional cooperation. Support a stakeholder engagement workshop in each country on the fundaments of CONOPS for EWS for floods and on required SOPs for hydrometeorological forecasting and warning. Develop national reports on the CONOPS and SOPs for EWS for floods. 3- Strengthen hydrometeorological data management and forecasting systems to support flood early warning in Haiti. Support the establishment of data management systems for hydrometeorological observing data. Evaluate past flood events by analysing historical data, assessing impacts and strengthening inter-institutional data sharing. Contribute to the development of SOPs for warning in Haiti. Deliverables The consultants will report to the EWS-F SWIO Technical Officer (PO/HMF), will work in close collaboration with Comoros, Madagascar, Mauritius and Haiti NMHS focal points and WMO technical teams and shall prepare and submit the following deliverables: 1- Initial reports: Revised NCAT for Madagascar and Mauritius with revised CONOPS and road map. Revised CONOPS for Haiti Summary of risk information available for Haiti to support flood warning development 2- 1st progress reports: Summary of stakeholder consultation in Comoros, Madagascar, Mauritius and Haiti Summary of risk information available for Haiti to support flood warning development 3- Final reports: Report on SOPs for flood warnings for Comoros, Madagascar and Mauritius Consolidation of master plan for observations and SOPs for flood warning. Case studies on flood warning in Haiti, Comoros, Madagascar and Mauritius. Planned travels The consultants are expected to travel under this contract. The specific travel itineraries will be discussed and agreed with the selected consultants after the completion of the selection process. Nevertheless, the consultants will be expected to travel, at a minimum to: Mission to Mauritius – between May and June 2026 Mission to Comoros – between May and June 2026 Mission to Madagascar – between May and June 2026 Required Skills and Experience Education: Advanced degree in hydrology, meteorology, environmental sciences, disaster risk management, or related fields. Experience: A minimum of 10 years of experience working with NMHSs, DRM agencies or related government institutions; A minimum of 5 years of proven experience in project coordination, stakeholder engagement and organization of capacity-building activities; · Experience with donor-funded projects and results-based reporting is desirable Other Requirements: Familiarity with hydrometeorological observation systems, flood forecasting tools and impact-based forecasting approaches; Strong organizational, analytical, facilitation and communication skills, proficiency in report writing; Ability to work independently and in a team; · Excellent problem-solving and communication skills; Knowledge of NMHSs and Disaster Risk Reduction institutions in the Southwest Indian Ocean (SWIO) and Caribbean regions; Display of cultural, religion, race, nationality and age sensitivity and adaptability; High sense of diplomacy. Languages: Excellent knowledge of French and English (both oral and written) is required. (Note: the official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
