Overview

Lynker Corporation, in strategic partnership with Fisheries Immersed Science Hawaii (FISH) as the FLOAT - the "FISH" and "Lynker" Ocean Alliance Team Joint Venture, is seeking an experienced Central Valley Science Advisor to support the NOAA West Coast Region California Central Valley Office (CCVO). The successful candidate will contribute to regulatory, technical, and scientific support efforts related to hydropower projects, water infrastructure operations, and salmonid recovery planning. Employment in this role is contingent upon FLOAT being awarded the contract by NOAA. This role is off-site with anticipated travel to planning meetings, interagency workshops, and field assessments in Northern and Central California. Flexible location within the Central Valley is preferred. Work hours are Monday-Friday between 0600-1800 PT, not to exceed 40 hours per week.

Responsibilities

Provide scientific and regulatory support for ESA, NEPA, MSA, MMPA, and Federal Power Act implementation in the Central Valley.

Support technical reviews and development of studies related to dam removal, fish passage, habitat expansion, and hydropower facility impacts.

Assist with consultation and implementation tasks for water infrastructure projects governed by long-term ESA Biological Opinions.

Participate in interagency meetings, including CAMT and CSAMP, contributing technical insights and coordinating with federal, state, and academic stakeholders.

Support the Sacramento River Science Partnership (SRSP) with science planning, stakeholder engagement, and implementation of monitoring studies.

Produce technical review documents, white papers, and presentations related to hydrologic and ecological science topics.

Track meeting actions and provide written summaries and recommendations to NOAA leadership.

Submit detailed monthly progress reports reflecting scientific, administrative, and coordination activities.

Qualifications

Required:
Ph.D. in fisheries, biological sciences, or natural resource management.

Minimum 10 years of experience in fisheries ecology or salmonid science.

Minimum 10 years of experience with ESA consultations for anadromous fish.

Demonstrated record of collaborative work with diverse stakeholders.

Familiarity with the science, policies, and priorities of NOAA Fisheries and federal water project operations.

Strong understanding of Central Valley salmonid ecology and hydropower-related habitat issues.

Preferred:
Subject matter expertise in NOAA Fisheries projects in the past three years.

Experience developing or implementing studies within SRSP or CAMT frameworks.
