Business Analyst (PA, MD and DE State)

Benefits: • Health insurance BVA Bears IT Solutions is seeking Business Analyst for PA, MD area as well as DE area. These positions are full-time, remote role with travel to other Government or Contractor facilities as required in PA, MD and DE. The standard workday consists of 8 hours, scheduled within the window of 7:00 a.m. to 6:00 p.m. Eastern Time, Monday through Friday, excluding government holidays. Core hours, generally 9:00 a.m. to 3:00 p.m., should be covered; however, specific core hours may vary depending on the agency’s requirements. Key Responsibilities: • Gather, analyze, and document business requirements from stakeholders across multiple state agencies, ensuring alignment with Agile backlog items and maintaining RTM for traceability. • Translate business needs into functional specifications and user stories for technical teams, defining acceptance criteria and supporting iterative delivery in Agile sprints. • Facilitate workshops, stakeholder interviews, and Agile ceremonies (backlog refinement, sprint planning, daily stand-ups) to elicit requirements and validate solutions. • Develop process models, workflows, gap analyses, and BPMN diagrams to support system enhancements or new implementations. • Collaborate with project managers, developers, QA teams, and Product Owners to ensure alignment between business objectives and Agile deliverables, leading analysis efforts where required. • Support testing activities by creating test cases, validating results, and ensuring requirements traceability through RTM and solution validation. • Prepare detailed reports, dashboards, and presentations for senior leadership and regulatory bodies. • Ensure compliance with state-specific regulations and standards across PA, MD, and DE. • Assist in change management activities, including training and user adoption strategies. Basic Qualifications: • Bachelor’s degree in Business Administration, Information Systems, or related field. • Minimum 3–5 years’ experience as a Business Analyst, preferably in public sector or regulated environments. • Strong knowledge of requirements gathering techniques and documentation standards. • Familiarity with compliance frameworks and state-specific regulations. • Proficiency in BA tools (e.g., JIRA, Confluence, MS Visio). Specialized Experience: • Candidate must have at least two (2) years of experience conducting manual and automated testing. Knowledge of ADA, Section 504 (part 794 in particular) and 508, Universal design principles, WCAG 2.1. Preferred Qualifications: • Excellent analytical and problem-solving skills with demonstrated ability to lead requirements analysis and solution validation. • Strong communication and facilitation abilities for diverse stakeholder groups. • Ability to manage multiple priorities across different projects and states. • Experience with Agile methodologies (Scrum, Kanban) and Waterfall; ability to adapt requirements and documentation for iterative delivery, including BPMN modeling and RTM maintenance. • Knowledge of data analysis and reporting tools (e.g., SQL, Power BI) is a plus.
