Now, and for the future. The Program The Asia region is comprised of Afghanistan, Indonesia, Kyrgyzstan, Myanmar, Nepal, Pakistan, and Thailand. Programming in these countries focuses on humanitarian response, economic and market systems development, resilience, financial inclusion, food security, nutrition, sustainable energy, Disaster Risk Reduction (DRR), among others. Common themes include community engagement, inclusive development, gender, and working in partnership with local government, the private sector and civil society actors. Our locally led approach emphasizes the need to consider and integrate community voices and our partners who are on the frontlines to direct our technical approach and work together. Mercy Corps’ Community Accountability Reporting Mechanisms (CARMs) provide multiple channels for all community members to provide feedback, suggestions, complaints, and concerns in a manner that is safe, confidential, transparent, and accessible, enabling Mercy Corps to respond and make any necessary programmatic or safeguarding adaptations and to ensure the safety, security, and empowerment of program participants. Safeguarding is an umbrella term that refers to the prevention and response to sexual exploitation and abuse, human trafficking and exploitation, internal sexual misconduct and child abuse, neglect and exploitation. We define Safeguarding as our responsibility to ensure team members, operations and programs do not cause any harm to the people and communities we work with, including our team members, and that we respond in an appropriate, survivor-centered way. The Position Mercy Corps is developing an Integrated Safeguarding and Community Accountability Reporting Mechanism (CARM) Community Sensitization Toolkit for the Pakistan TB Program as part of the Asia Social Development Initiative (SDI) pilot. The toolkit aims to integrate safeguarding and accountability messaging into routine TB service delivery and outreach, ensuring that communication with patients, caregivers, and communities promotes awareness of rights, respectful care, and access to reporting mechanisms. The Sr. Advisor will provide technical leadership to strengthen the social and behavior change communication (SBCC) dimensions of the toolkit. The role will focus on embedding safeguarding and CARM concepts into practical, culturally appropriate communication tools and approaches aligned with TB program delivery contexts. Working closely with the Toolkit Technical Consultant and the Regional Social Integration Advisor, the Sr. Advisor will refine toolkit content, support co-creation of community dialogue tools, and guide the development of IEC materials to promote positive behavior change among service providers and community members. Essential Responsibilities STRATEGY AND PLANNINGProvide SBCC-informed technical guidance to integrate safeguarding and CARM messaging into TB program communication touchpoints.Define key behavior change objectives related to patient rights, respectful care, safeguarding awareness, and use of accountability mechanisms.Develop of messaging frameworks that address knowledge, attitudes, social norms, and behaviors of both service providers and community members. PROGRAM QUALITY AND TECHNICAL SUPPORTReview draft toolkit materials and provide recommendations to ensure clarity, cultural appropriateness, and alignment with SBCC principles.Ensure communication approaches are practical and usable for healthcare providers and outreach teams within routine TB service delivery.TOOL DEVELOPMENT AND IMPLEMENTATION SUPPORTCo-develop and refine a Community Dialogue Facilitation Guide that promotes discussion on tools. Provide technical input to messaging guidance for healthcare providers and outreach staff to support consistent and effective communication.Design of user-friendly communication tools that can be applied in real program settings. Supervisory ResponsibilityNone Accountability Reports Directly To: Asia Regional Social Integration Advisor Works Directly With: Accountability to Participants and StakeholdersMercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work.
