Nature of the Position :

The Assistant Field Officer is a part of the Snr Management team in the field Office Khashm El Girba. S / he will be under the direct supervision of the Head of Field Office. S / he is responsible for managing day-to-day field activities and coordinate the operation in 6 camps in addition to IDP gathering sites under AORs of UNHCR Field Office. S / he will ensure protection and service delivery are carried out in coordinated and in line with the humanitarian participles.

S / he should have a solid understanding of UNHCR relevant policies and procedures and possess good communication and writing skills. Previous work experience with development agencies is an asset. Apart from excellent functional competencies, the incumbent would also be expected to possess proven leadership and team management skills. The Assistant Field Officer would supervise junior field staff as well.

In addition to the specified roles and responsibilities in the job description, Assistant Field Officer in Khashm El Girba Field Office will be expected to manage a field unit and support the office in implementation, monitoring, liaison, assessment and reporting of activities. There are about 20 partners in East Sudan working for refugees and IDPs and this function plays a very important role in maintaining harmonious and effective partnerships and often interact with implementing partners. As a result, incumbent needs to be very mindful of all dimensions of partnerships in their interaction with partners (in accordance with the Principles of Partnership, the Code of Conduct and other relevant documents).

Khashm El Girba Field Office covers field posts along the border areas and in 6 camps in addition to IDP gathering sites in New Halfa and Girba town under AoRs of the Office. Assistant Field Officer is expected to monitor implementation of the PPAs with the partners including Commission of Refugees (COR) and provide regular situational updates.

Desired Candidate Profile :

The incumbent should have extensive experience in mixed migration, protracted caseload, IDPs, community-based protection, humanitarian affairs, or related fields, with a proven track record of managing field related activities in complex environments, preferably within the UN system in Kassala State. The candidate should possess a thorough understanding of UNHCR's roles and responsibilities in responding to refugee and IDP situations particularly in dynamic emergency context.

The incumbent will be expected to have demonstrated leadership skills, with experience in managing field unit, fostering collaboration with stakeholders, liaison with authorities, and guiding field staff in implementing activities in dynamic operational context i.e. protracted caseload, and new arrivals. In addition, the incumbent will be expected to have extensive experience in coordination, CCCM, NFI distribution, early risk analysis, shelter management and ability to technically support COR in better administration of the camps.

The ideal candidate should possess strong interpersonal skills, enabling effective engagement with a wide range of stakeholders, including government officials, humanitarian partners, ideally UN partners such as WFP. Excellent communication skills, both written and verbal, with proficiency in English, are essential. The incumbent should be capable of drafting reports, assessments outcomes, concept notes and running meetings as well as be able to provide technical support and guidance to UNHCR field staff and partners to ensure effective delivery of humanitarian assistance. The ideal candidate should have in-depth knowledge and understanding of the IASC framework and the UN Cluster Approach as well as proven ability to facilitate PSEA sessions for partners and members of community-based structures. Finally, the ideal candidate should have proven record of working with community-based structures including Refugee-Led Organizations, Camp Elders Committee and IDP-Led Organizations.

The Incumbent should exhibit proven ability to analyze complex situations, identify key issues and develop innovative solutions. He / she should have the ability to represent UNHCR effectively at the field level, advocating for rights and needs of forcibly displaced persons and ensuring compliance with international protection standards.

the ability to operate effectively under pressure while maintaining a

commitment to UNHCR's core values and principles.
