Job Description
NYC Health + Hospitals/Virtual ExpressCare (vEC) is uniquely positioned to address the urgent physical, mental, emotional or other health needs of all New Yorkers. vEC started as a convenient, on-demand access point for medical urgent care and is now expanding to provide around-the-clock virtual care for patients' urgent mental, emotional, behavioral health needs with access to high-quality, affordable virtual urgent mental health and substance use care services. vEC is a major growth outlet for NYC Health + Hospitals and allows the system to meet patients where they are, outside of the four walls of hospitals and health centers. The service is available to patients through a designated website or over phone without the need for internet or a smart phone, while in the patients' preferred language.
Reporting directly to the vEC Executive Director, the Assistant Director assists senior leadership, centrally and across facilities to implement, evaluate and seek ways to improve service delivery that constitutes system-wide behavioral health transformation and improves public health outcomes.
General tasks and responsibilities will include:
• Implement, monitor and improve vEC service, through:
• Detailed implementation planning and coordination of quality improvement efforts for the service
• Translation of program workflows into program metrics, reports and data dashboards to ensure program model fidelity
• Quality improvement tracking, coaching and support of clinical staff, including ongoing measurement of project deliverables for H+H leadership, stakeholders, and funders
• Ensures compliance with guidance from regulatory bodies and grant requirements
• Data analysis and presentations informed by administrative and community epidemiological data
• Collaborating/liaising with academic partners programmatically, supporting program evaluation and research efforts
• Coordinate necessary provider and staff in-service trainings
• Formulating policy and program recommendations regarding the evolution and expansion of VEC portfolio and related initiatives
• Supporting relationships and communication with other city and state agencies, offices, or members of government; community-based organizations; and other external stakeholders as needed, with seamless coordination with intergovernmental affairs and the press office
• Responding quickly to unanticipated or urgent requests, providing consultation and direct support to relevant team members as needed
• Ensuring that team deliverables are delivered in a timely fashion across workstreams, identifying dependencies and facilitating project alignment as necessary
• Providing ongoing supervision and support to staff including task guidance and direction as needed to other members of the team, with a particular focus on high-priority, at-risk, or time-sensitive deliverables
• Perform other duties as assigned by leadership
• Other related duties as directed
Minimum Qualifications
1. A Master's degree from an accredited college or university in Healthcare, Hospital, Public or Business Administration, Industrial/Organizational Psychology, Organizational Behavior or a related discipline and three (3) years of full-time experience planning, developing and monitoring programs, systems and/or procedures in support of administrative management initiatives, one (1) year of which must have been in a responsible managerial or supervisory capacity; or
2. A Baccalaureate degree from an accredited college or university in disciplines, as listed in "1" above and four (4) years of full-time experience, as outlined in "1" above, two (2) years of which must have been in a responsible managerial or supervisory capacity; or
3. A satisfactory equivalent combination of education, training and/or experience.
Department Preferences
Preference will be given to qualified candidates with the following knowledge, abilities, education, experience and/or skills:
• A Master's Degree with a specialization in Public Health, Hospital Administration, Health Care Administration, or Social Work from an approved college or university
• Knowledge of fundamentals of public health programming and evaluation, epidemiological data analysis and data translation
• Prior experience working in a telemedicine program for at least one year
• Prior experience in practice management
• Healthcare operations
• Behavioral health conditions and treatment modalities
• Proficiency in Microsoft Suite
