arenaflex Power Platform / Azure Consultant – Legal Intelligence Platform (Phase 1)

Project Overview & Expectations - We are building nomos.cy, a Cyprus-focused legal intelligence and subscription platform. This engagement covers Phase 1 only, which establishes the technical and architectural foundation of the platform. Further modules will follow, and we are open to a longer-term collaboration with the right consultant. What we need delivered in Phase 1 - Clear, working implementations of: -- Automated ingestion of new Cyprus Official Gazette Part I publications -- Discover new publications from official online sources -- Store links only (no PDFs stored locally) -- Robust de-duplication and error handling - Segmentation of each source document into individual laws/regulations - Temporary processing of PDFs (in memory / temp only) - Detect where each law begins within a document - Record the start page number and generate a deep link to that page - Bilingual AI enrichment (Greek & English) - Greek and English titles - Greek and English summaries (short & long) - Structured outputs: obligations, affected parties, deadlines, penalties - Classification using controlled taxonomies (Industry, Area, Regulatory Authority) - Confidence scoring and a “needs review” path for low-confidence items - Clean, extensible data model - SharePoint Lists (Dataverse may follow later) - Designed to support future portal, alerts, analytics, and additional modules - Detailed specifications, taxonomies, and AI prompt templates are already prepared and will be provided. Skills & Experience Required This is not a basic Power Automate task. We are looking for someone with expert-level experience, specifically: Advanced Power Automate (complex flows, error handling, idempotency) SharePoint Lists and/or Dataverse schema design Azure Functions or equivalent HTTP-based services AI integrations with structured JSON outputs (Azure OpenAI preferred) Experience designing systems meant to be extended by other developers Comfort working with multilingual content (Greek experience is a strong plus) This role requires architectural judgement, not just implementation.
