AP Fiscal Analyst, Fiscal Analyst 1 (FA1)

The State of Washington's Department of Natural Resources is seeking a Fiscal Analyst 1 to support business operations in the Southeast Region. The role involves providing financial support, processing accounts payable and receivable, and ensuring compliance with financial policies and procedures. Responsibilities Providing guidance to other Fiscal Analysts and region employees on accounts payable processes Providing interpretation and direction on the use of agency Chart of Accounts to ensure proper coding of expenditures Independently interpreting and ensuring all vendor and travel payments are paid within the SAAM, OFM purchasing guidelines, agency policy and procedures, and agency and statewide contracts Auditing, reviewing, and processing invoices and travel documents Ensuring all payments are timely, accurate, and in compliance with OFM policies and DNR policies Analyze and interpret recurring financial payroll data to identify any discrepancies in various payroll, leave, benefit functions, over/under payments, NTAR corrections, and leave accrual and use issues Analyze, interpret, and apply complex Civil Service Rules and DNR policies in regard to regular pay, overtime eligible, and non-eligible employees Skills One (1) year of relevant experience in accounting, budgeting, finance, or payroll; OR any combination of relevant experience and/or education Basic proficiency in Microsoft Office applications such as Outlook, Word, and Excel Ability to analyze and interpret financial reports Collect and organize financial data in accordance with prescribed guidance Effectively prioritize tasks by importance and urgency to ensure key responsibilities are fulfilled Organizational skills to create and maintain files, and dedication to accuracy with an eye for detail Understand basic accounting procedures like journal entry creation (including preparation of supporting documentation), debits/credits, and review and running basic reports Understand, apply, and ensure compliance with internal policies and external regulations, including GAAP Excellent written and verbal communication abilities Proficiency in business applications, such as the Microsoft Office suite, especially Excel Ability to function in a high-performing team Commitment to fostering and supporting an environment that honors diversity, equity, inclusion, and environmental justice practices Perform assigned duties in a manner consistent with applicable laws, regulations, and public records retention and requests are followed Associate degree (to include 18 quarter or 12 semester hours of accounting, auditing, or budget management credits) Experience using Washington state financial systems, such as the Agency Financial Reporting System (AFRS) Experience with Workday or similar ERP (Enterprise Resource Planning) systems Basic proficiency in applications such as Microsoft Teams and Power BI Benefits Commitment to organizational health and wellness Work/life balance DNR Employee Resource Groups (Diversity, Equity and Inclusion Council, Womenโ€™s Employee Resource Group, Veterans Employee Resource Group, etc.) Statewide Employee Business Resource Groups, visit here to learn more Leadership that empowers and supports employees Professional development opportunities Educational and career development aid Public Service Loan Forgiveness Eligibility Opportunities to participate in wildland fire suppression assignments A comprehensive benefits package includes employer contributions toward health insurance, paid holidays, retirement plans, sick leave, and vacation days.
