DUTIES

Animal License Canvasser Assistants canvass residences and businesses for valid and current dog and equine licenses; collect money for license fee payments and issue receipts to animal owners; verify current rabies vaccinations and sterilization of dogs in the field; and reconcile and balance daily collections.

NOTES:

Animal License Canvasser Assistants are hired in-lieu of Animal License Canvassers. Employment as an Animal License Canvasser Assistant is intended to develop skills necessary for regular full-time employment with the City as an Animal License Canvasser. Upon successful completion of probation, Animal License Canvasser Assistants will be offered Charter Section 1014 transfers to Animal License Canvasser.

The Animal License Canvasser Assistant class will be utilized for the duration of the Targeted Local Hire Program solely as a vehicle to transition Targeted Local Hire Program participants to full-time regular employment as an Animal License Canvasser.
• Current employment with the City of Los Angeles; and
• At least six months of full-time paid experience as a Vocational Worker with the City of Los Angeles performing animal license canvasser work; and
• A letter of recommendation from the personnel office of the employing department where the above experience was obtained, which includes a statement of the department's willingness to hire the employee as an Animal License Canvasser Assistant. The letter must be attached to the application at the time of filing.

PROCESS NOTE

A valid Class C California driver’s license issued by the California Department of Motor Vehicles (DMV) is required at the time of appointment. Candidates will not be eligible for appointment to these positions if their DMV record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation such as DUI.

The examination will be based entirely on a Program Performance Review. Candidates will be rated by one or more first and second-level supervisors who are familiar with their performance in the on-the-job training phase of the Targeted Local Hire Program. In the Program Performance Review, the following competencies may be evaluated: Conscientiousness; Technology Application; Fact Finding; Customer Service; Emotional Maturity; Oral Communication; Community Relations; Job Knowledge, including knowledge of: City of Los Angeles laws, ordinances, and regulations applicable to dogs and equine licenses; educational information and resources related to animal care, spay and neutering; departmental hearing process and procedures necessary to testify and explain the canvassing processing; and other necessary knowledge, skills, and abilities. Factors such as the quality and quantity of work performed may also be considered.
